Preferences disabled when no repository is open

Hi,

(Just a minor issue I’ve noticed, not sure if that’s by design or if I should create an issue on github)
When I bought SublimeMerge I wanted to switch to the dark theme and didn’t know how because:
Preferences -> Preferences
is disabled unless you have a repository open.

I think that you should be able to access the preferences no matter which “state” SublimeMerge is in.

I guess it’s because of the welcome overlay being active in this situation already, which would interfere with the command palette?
