I HAVE THIS POP-UP WINDOW whenever I open a new file in a new tab.

How to disable this pop-up window. Thank you.

That looks like it’s being presented by a plugin you’ve installed. I suggest trying safe mode.

How can I check my plugin list?

I do not install any plugins; how can I check my installed plugins?
Where does this exist, someone’s folder? Special settings etc…?

Looks like something https://packagecontrol.io/packages/ConvertToUTF8 package would do.

Excuse me, can you help me find these packages, plugins etc… what should I do to remove for fix this “little problem”?
p.s. I do not install any packages or plugins…

Preferences > Package Control. You can then List Packages to see all the packages you’ve installed. If it’s not from package control you can view your custom packages using Preferences > Browse Packages….
