I installed sublime 64 bit, but "PACKAGES NOT SHOWN’ in menu “Browse Packages”.

Browse Packages is to view Packages you already have installed If you want to browse packages to install you can do that a few ways.
To view packages in your web browse just visit PackageControl
https://packagecontrol.io/installation
To view and install packages you can install package control into Sublime Text and then search packages via the command palette
- Ctrl + Shift + P / Cmd + Shift + P
- Install Package Control
- Ctrl + Shift + P / Cmd + Shift + P
- Package Control: Install Package
- Search for package
