Are you talking about plugins? Sublime Merge does not currently support plugins.

Those are packages for language support. They behave exactly like ST packages, which is why you can use Package Control in ST to download them. Except that there are no plugins and some other functionality that makes no sense within SM is missing, like build systems.

I want write package for SM for integration with Jira.
But now I will wait then SM open api for packages.

This is a language package.
SM is temporarily unable to access API like ST.
