Package control not working?!

I am having trouble getting package control to work in sublime text 3.

1. Under Preferences I do indeed have Package Control.sublime-package

2. Trying to install the package “print to html”

• when to https://packagecontrol.io/packages/Print%20to%20HTML
• instructions say: "Use Cmd+Shift+P or Ctrl+Shift+P then Package Control: Install Package.

I don’t see package control autopopulating nor print as html!

help would be much appreciated.

Check your Preferences to see if Package Control is in the ignored_packages list.
