Hello,
Had Package Control 2.0 installed and working.
Entered command in console for installing 3.0. It failed because I have a proxy.
Followed manual install instructions, restarted ST3. Nothing.
Any ideas? Horrible timing…

Well I uninstalled and reinstalled ST3. The uninstall leaves everything in place, so after reinstall, ST3 configuration was exactly as it was before.
Still same issue, no Package Control in command pallette, even though the package file exists. Apparently state created by process described above leaves one in a bad place.
Uninstalled ST3 and deleted all associated folders in OS. Reinstalled and installed Package Control through console adding my proxy info to the string. Install successful, Package Control 3.0 working.
I guess it could be said at least ST3 isn’t using the windows registry…
Waste another hour of my time getting ST3 back to where it was before.
