Package Control does not work properly in Windows 8.1

Since no one answered my post in a previous thread, I am starting a new thread.
It concerns Package Control 3.4.1, Sublime Text 3.1 Build 3210, and Windows 8.1.
When I select Package Control -> List Packages, sometimes I can get a listing of the packages.
When I select Package Control -> Install Package I get “Loading Repositories” in the status bar, but nothing happens, even after a long wait.
When I restart Sublime Text, Package Control works, after waiting some seconds. I have to do this every time.
Package Control works fine in Ubuntu 20.04.
Am I the only one that uses Windows 8.1 and has this problem?

Have you looked in the Sublime console (View > Show Console) when this doesn’t work to see if there are any messages there?

Package Control needs to download the list of packages, so a variety of network or security issues could be stopping it from doing so. Error messages generated into the console may shed some light on where it’s going wrong.

Thanks for replying. No, there is nothing that refers to the problem in the console.
It just doesn’t work at first.

There is this one message in the console, but I would not think that it would cause problems with Package Control.

Errors parsing theme:
“settings” must be a vector of strings in Packages\Theme - Eightlime\Eightlime Dark.sublime-theme:600:22

I am attached to the theme and would hate to lose it.

That’s not likely to be related to this problem (although it does indicate that the theme is broken in some fashion, which is probably not ideal).

This should always provide a list of some sort no matter what; it displays a list of packages that are currently present and installed. At the very least that is always going to contain Package Control, since it’s the one providing the command.

That should not be displaying no results unless there’s a plugin error of some sort in the console that goes along with it that explains why it’s not displaying any results.

This one actually has to collect the list of packages available to install, which has to talk to the general web. The command should either provide you a list of packages or display a dialog that tells you that there are no packages to install.

The latter case generally means that there was an issue downloading the list of packages (unless you happen to have installed every possible package, which is quite unlikely), so in the absence of either message, I would also expect a plugin failure to be at fault which would be visible in the console as well

Since those things aren’t happening it’s hard to say what may be going wrong there. Something to check would be any antivirus-type software you have enabled. There’s potential for it to notice that the Sublime plugin host is doing something that it doesn’t like and trying to do something about it. In that case adding an exclusion for the plugin host might solve the issue.

All I have is Windows Defender for antivirus. I did install a Windows optimizer recently, but Package Control was misbehaving before that.

It was the EightLime theme that was causing the problem. I tried some other themes, and they did not have problems, then I deleted the EightLime theme and reinstalled it. She’s apples.(OK)
