Package Control commands don't show up

When I try to install or remove a package in Sublime Text 3 using cmd + shift + p, I am not offered any of the commands from Package Control:

Package Control is installed and NOT ignored in my settings files (both user and default).
I can see the package is there in “browse package”. When I manually go to preferences > package control, I am prompted the package control pop up, but none of the commands seem to work:

I recently updated Python from 3.7 to 3.8, and macOS 10 to macOS 11 beta.

Anyone have an idea? Thanks!

PS: I tried reinstalling Package Control as well as Sublime with no success.

Another for your information, (for all plugins) useful error messages are usually in the console.

I had the same issue, but was able to solve it by following this advice.
