Sorry to dig up an old thread, but I came here to report the same bug, and saw no reason to create a new thread.
If you have a single file open then say Cmd-W, the whole window disappears (as expected) but you can’t reopen the file because the Recent Files list is empty. You can make it repopulate with Cmd-Shift-N, but that step shouldn’t be necessary.
I saw this on build 3047 on OS X 10.8.4.
The proper Mac-native behavior is for the Recent Files list to not clear at all. Selecting a file with no editor window visible should create a new editor window implicitly.
A hack that solves the actual problem would be for the window to not go away when the last tab goes away, giving a view identical to Cmd-Shift-N.
