Yes, this has been discussed before. ST’s folding leaves much to be desired.

I don’t necessarily disagree, but most also don’t understand how powerful it really is. You can fold absolutely anything. It’s not bound to that icon in the gutter, that icon is probably simply not there to prevent clutter. The key binding and the menu entry will still fold those two line (yay, saved you a line). Or you can select both lines completely and fold that. Or select 10 characters on one line and fold that.

What’s wrong with folding in Sublime isn’t that that one icon isn’t there to fold a single line.
