Not able to install Sublime Text 4113 on BigSur v11.6

I download from https://www.sublimetext.com
I click on Download for Mac (Build 4113)
When I open the downloaded file. The applications just opens.
Do not see the new window that normally appears, where you drag the Sublime Text into the Applications to install.
Why is this?

Sublime isn’t distributed as a dmg file, just as a regular zip file; it’s up to you to manually drag it from the zip into /Applications yourself. Make sure that you do it via Finder and not for example the terminal using unzip or similar, or MacOS will quarantine it.
