There’s no obvious way to create a project. For example, the File dropdown
menu has no entry for [New Project]. How does one create a new project?

Every window is inherently a Project in Sublime, though until you save the project to disk it’s just temporary and goes away when the window closes. The menu item to make the project persistent is Project > Save Project As....

Just want to recommend https://packagecontrol.io/packages/ProjectManager.
The problem becomes I am no longer familiar with ST’s menu.
