I installed Sublime today to try it out. While it seems impressive, I’m wondering why the GUI completely fills my screen, lacking arrows in the top-right corner to minimize or to shut down the application. I used it for about an hour and continually had to Alt-Tab in order to get my Windows desktop.

Which version of Windows and Sublime Text are you using? Are you in full-screen mode (F11) perhaps? This is what Sublime Text should/normally looks like:
