'New Snippet' button is missing from menu in Sublime Text 3

I want to add some custom snippets, but when I go to the Tools menu, the button Add Snippet is missing. Instead I have a list of some packages/package folders, but nothing about snippets.

Do I have to add a package or something? I don’t remember having to do that with ST2.

Details: Sublime Text 3 (3126) running on macOS Sierra.

Thanks for any help/suggestions.

I think what you’re looking for is in the menu as Tools > Developer > New Snippet..., assuming that you want to create your own new snippet?
