How to change sublime text 3 Menubarcolor from white to dark

On Linux you can change the GTK theme. macOS may have a thing. It’s not possible on Windows.

With the upcoming Sublime Text 4, it will be possible to have dark menu bars on Windows 10 by tweaking the theme.
