If I search in finder the setting “when performing a search” is set to current folder and thats what it uses.
When I try to open a file in sublime text and use the search box it defaults to “this Mac”.
Is there anyway of overriding this so it matches the finder setting?

This is an issue with macOS. I checked a number of apps and they all exhibit this same behavior.
I think you refer to the Finder “Advance Setting”
The last one is “Use the scope of the above search” (DeepL translation) but can also be:
Search this Mac
and
Search current folder
yeah this is the setting that I would like to use but as @bschaaf said it seems that when you use OPEN in most (could be all) apps it ignore this and uses “search this Mac”.
Now if there was a way for ST to override this in the open window that would be awesome however I dont know if this would even be possible.
