I have just installed sublime text 3 on a new image of Ubuntu MATE 16.04 amd64 and I don’t have any top level menus for the editor. There must be some interference with the MATE menu management. Anybody have a work-around?

I’m not sure what you mean. Do you want to view the menu? If so, click on ctrl+alt+p, and then seach for “view”. You’ll be able to toggle the menu there.

Hi!
View-> show Menu
to show them “forever”
If you only want to show them when you need to, hide them (View -> Hide Menu
), and if you need them, press ALT

there’s certainly no problem with Ubuntu Mate menu integration, so I’m thinking that the others’ assessment that the menu is hidden by the toggle option is correct:
