Location of tmPreferences files

I posted this on reddit, but didn’t get any hits.

I wrote a tmPreferences file on my home computer to make stuff show up in GoToAnything. I dropped this in my User directory because I didn’t know what I was exactly doing. After I got it working, I put it on my work computer, but put it into the directory for the package. It didn’t work! On a whim I moved it to User, and it began working.

Does anybody know why this is? Other packages have tmPreferences inside them. (Yes I restarted ST)

What was the package name? What was the tmLanguage name? I believe that packages are loaded in alphabetical order, except the User package is at the end, so if your tmLanguage has a filename collision the old version might be getting loaded.
