LatexSmartQuotes eats apostrophes

LaTeXSmartQuotes is eating apostrophes. I’ve been unable to get it to stop. I’m not sure when this behavior started: sometime since September '22 is about all I can say. It’s definitely LaTeXSmartQuotes issue: if I remove the package all is fine, and with the package installed all is fine if the doc isn’t a tex document.
