Is it possible to access the “Use previous commit message” context menu on macOS using the keyboard? I can’t seem to find a way to access it without using my mouse

I don’t believe that there’s a command that can be bound for this. Turning on command logging shows that nothing is logged when you interact with the control or when you choose one of the items from the list.
Help > Report a Bug will take you to the issue tracker, where you can log an enhancement request to add the ability to trigger this menu via the keyboard.

@djohnston Would appreciate very much if along with the previous commit message menu, other UI elements could also be key binded as mentioned here https://github.com/sublimehq/sublime_merge/issues/1029
