Thank you very much for Sublime Text 3! I’m a new user who made the switch from emacs after discovering sublemacspro and for the most part my muscle memory is very happy. 
Unfortunately, my keybinds are acting strange. Sometimes sublemacspro bindings will simply become inactive - ctrl+x starts deleting lines instead of starting a multi-keystroke binding. Even more strangely, sometimes both the sublime default behavior AND the sublemacspro behavior will be triggered, as in alt+f, which will both move the cursor a word forward AND open the “File” menu.
Quitting sublime and restarting will fix the problem… temporarily… but it usually rears its ugly head in a relatively short period of time. So, my questions:

Is there a sublime command to FORCE the keybindings files to be reloaded, thus reasserting the correct binding?

Is it possible for a poor user like me to debug this problem via sublime?

Is it possible for plugins to react to a keystroke but allow it to be passed to other handlers? This would be the obvious problem, but the plugin documentation is opaque, and I don’t have a clue as to how to approach that problem.
