IT came over and logged in as Admin to update to build 3211 and now when I log in as myself I can’t get to it; says “The item referred to by this shortcut cannot be accessed. You may not have the appropriate permissions.”

I assume you’re on Windows? There is an open issue about this for that OS; the automatic update changes the permissions on the files when it updates, which blocks anyone other than the person that did the update (or an administrator) from being able to run the application. This applies to both Text and Merge.
If this is the case, the fixes are to either manually tweak the permissions, or just to a re-install using a non-update installer. That will leave the existing configuration for everyone alone but the installer will set the correct permissions again.
