Is this a bug?

reproduce step:
(1) Create a new txt file with Sublime Text 3;
(2) Set ‘Tab Width:2’;
(3) Input several lines text content, including some tab symbols;
(4) Save the file, but keep the file opening in sublime text
(5) Then change setting to ‘Tab Width:4’;
(6) Save the file and then close the file, then re-launch the file, the setting changed to ‘Tab Width:2’ automatically.
Or, don’t close the file, just cut all text content and paste back (ctrl+a -> ctrl+x -> ctrl+v), the setting changed to ‘Tab Width:2’ automatically too.
