When opening sublime text 4 with option key pressed, it will default to open in safe mode. But I always have option-3 defined as short key to open or switch to sublime text. So if I use this short key, it will open in safe mode. So, Is there a way or config that can disable this behavior?

Yes. You can do that by creating a file called .Disable Safe Mode Shortcut (The naming has to be correct), in your Data directory. To get to the Data directory, use Preferences -> Browse Packages ... from the main menu and go up one level. The presence of that file will disable the safe mode shortcut.
