I don’t think that’s configurable, no; the tootltip popup is something that the core is doing but I don’t think it’s controlled by the theme at all.
Its presumably a bug that it appears under the mouse cursor, might be worth reporting on the issue tracker …
I supposed it was editable in theme because I saw “tool_tip” & “margin” somewhere in a theme file. But it seems there no way to change (true) margins on things, only paddings (content_margin)
Might be a bug you think? I’m on window 10 btw. Have you this same behavior too?

Another thing: I know my cursor is bigger than regular cursor, but even with the smallest/default cursor the tooltip’s not readable
