Everytime I change a computer, or install a new virtual machine, I have to download sublime text and install my favorite packages once again. Is it possible to connect sublime packages with an account, so that the packages are automatically downloaded when I logged in through the account?

The installed packages list is kept in the Package Control.sublime-settings file in the User package. You can read about methods of synchronization here: https://packagecontrol.io/docs/syncing
