Install Sublime Text/Merge 4 on Centos 7 VM

I have a centos 7 virtual machine that I do not have root access to and currently have Sublime Text 3 installed on it. I would like to install Sublime Text and Merge 4 into a local directory (~/bin) to run.

I looked at the installation directions here:
https://www.sublimetext.com/docs/linux_repositories.html
but they all seem to require sudo privs and also adding repos etc.

Is there a link to RPMs that can be used for install to a user’s local directory?

https://www.sublimetext.com/download has links to tarballs that you can use instead of a package.
