Install Package, problem

I have a big problem because i can’t run install package (I don’t see this in ctr+shift+p). This is blocked in un-register version ?

Package Control is a plugin independent of ST. That is, it’s not developed or maintained by Sublime HQ. Have you installed the plugin? If not see sublime.wbond.net/docs/issues and create an issue for Package Control.
