I downloaded the sublime text 3 and install it.
But my pc is not connected to the internet for downloading packeg control and another things . Can you sand me all necessary things for fully using sublime text 3 ? I really need your help.

Unfortunately Package Control and all third party packages are outside the scope and support of Sublime HQ.
You can fully and completely use Sublime Text without it.
Pretty much every package on Package Control can be found on GitHub or via a link from the package’s website. If for some reason you can’t use Package Control then the next step is to work on manually installing packages.
