Ignore clicks on inactive windows?

Is there a way to ignore clicks on inactive windows? My preference would be a click to an inactive window would activate/focus it, but nothing else. Example- I have a project window partially hidden, I click on the exposed content that happens to be in the file browser (or scroll map)- I don’t want the file opened, or the view changed, I just want the window activated/focused.

Am I missing a setting? If not is it possible to get this functionality via a plugin?

presumably you would want this in all applications, not just ST? in which case I think an OS/window manager setting would be preferable to an ST setting or plugin (of which I don’t think there is any)?

I’m using OSX, and it is the default behavior for other applications.

That’s not even true for Apple apps, buttons in Finder are clickable in inactive window. Some applications are completely clickable, some partly. Sublime just happens to be among the first ones.
