If you don’t see the menu options (File, Edit etc.) then you should see a small hamburger menu (3 horizontal lines) next to the SublimeText logo on the upper left, that can be clicked to expand the menu options.

Alternatively, you can use the Command Pallet (CTRL+SHIFT+P) and search “Preference” then choose Preference:Settings from the search results
