I can't make changes to the Preference/Settings

hello. I can’t make changes to the Preference/Settings. Maybe because sublime is located in C:// and needs admin rights ?

I want to Put “show_encoding”: true in user settings and then restart Sublime Text.

I run Sublimetext with administration rights, and the same problem. Cannot make changes.

The left hand side is ineditable because those are the default ST settings. The right hand side is the user settings & the place that you can edit and customize settings.
