How to use VCS gutter or modific with tortoise svn in Windows 7

I want to use VCS gutter to highlight uncommitted changes in sublime.
I have installed tortoise svn on windows 7. I tried to configure tortoise svn with vcs gutter and modific with tortoise svn
I added path to bin folder in tortoise svn to environment variables. It didn’t helped.
If anyone has configured tortoise svn with sublime, please help me
