According to the unofficial Sublime Text docs, the right control key isn’t bindable. This may not be true though.

Is it possible in the current sublime version?

The modifier keys shift, alt and control always report as such, regardless of which one you press. So, you can’t create different bindings depending on which one of them you press, if that’s the question.
