How to turn on a quick navigation for Sublime Theme?

I remember when I typed a letter on the .sublime-theme format, all the available scopes (or attributes) were shown on the side of the letter as a quick navigation which could be changed their colors by my own. However, once I formatted my Mac and re-installed Sublime Text, this feature is gone and I can’t find it till these day. (it’s not a GoTo Symbol or GoTo Definition features. These are not shown their panel automatically when I type a letter everytime.)
What was the name of this feature and how can I turn on this?

You’re probably looking for the PackageDev package.

I already installed PackageDev. I’m making my own Package though this right now and the list of bulit-in attributes are not shown on the quick navigator / dropdown box.
