How to set Tab and Space defaults for a given language?

Open a file of that type and use Preferences > Settings - Syntax Specific from the menu. That will open a split view with default settings on the left and an empty settings file on the right.

You can copy any settings you like from the left hand pane to the right and adjust them as desired. The settings in the file on the right will apply only to files of the type that was active when you choose the menu command.
