How to open a new separate window? - Sublime Text 3 - OSX High Sierra

In previous versions the new window command (“command”: “new_window”) would open a completely separate window. As of ST3 the new window is a new tab-group/workspace/project in the active window. How can I change the new window command to open a truly separate window?

Visually speaking, the I want the top scenario. The bottom is the current behavior.
