I dislike ST4 monokai-color-scheme because there are some difference in foreground text color.
Is this is possible to changed from St4 color theme back to ST3

Monokai color scheme hasn’t changed.
What changed are some scope names in syntax definitions which were needed to consolidate scope namings across different syntax definitions. Those changes may slightly impact colors as different color scheme rules match.
You’d need to tweak Monokai and add rules with colors you like following initial example in Monokai Color Scheme of ST3 How to setup in ST4
