I see at least six items in a view (hundreds when you scroll or search). Do you have any more details to go on? ST version, OS etc.? Have you tried swapping themes?

My guess is it is calculated on vertical window height. Smaller window, fewer lines - larger window, more lines - makes sense.
I don’t see this as a limitation at all - fuzzy search means that you can always find the plugin that you are seeking, so the number of lines is a bit moot.
FWIW - I always preview packages on Package Control, before I instal them, so it then a simple matter of searching for the same package.
