How to define References

What do I need to do in a custom syntax to define a something as a reference so that it is shown in “Goto Reference…”?

Is there a certain scope that needs to be used, or is it customizable?
Is there documentation for it? I have not found any.

In particular the entity.name.* series.

Googling Indexed Reference List.tmPreferences led me to showInIndexedReferenceList which allowed me to find this:

The Goto References functionality is controlled by the showInIndexedReferenceList preference, see “Default/Indexed Reference List.tmPreferences” for the default value
