How to configure ftp over tls in sftp?

I failed to connect server, the connection information maybe a bit different.
First, ftp username is in other language.
Second, the connection type is FTP over TLS.
When i save the sftp-config.json. It said ‘‘gbk’ codec can’t decode byte…’ so i save the file with gbk encode.
Then I tried to test connection,
If type=‘sftp’, it turned to be ‘Connection timeout’.
If type=‘ftps/ftp’, i got an ‘Invalid login/password specified’ error. But i’m sure the user and pass is correct (or maybe because the username is not in english?).
I think there maybe somewhere to configure TLS.
