How to add custom options for plugin at this position?

You can’t. The panels menu (I don’t think it has an official name?) is filled with hardcoded panels that ST provides, i.e. the console and find panels, and additionally lists any output panels created by plugins. It cannot be extended through a .sublime-menu file. That is, to my knowlegde.

I found this in UnitTesting plugin. But didn’t understand it how to it was implemented

You can create a panel with window.create_output_panel, which is then listed there. Selecting it will show the panel.
