The attached image shows the New folder being added on same level as the project. I want to add a new folder as a child of the Project like the other two folders are…
I made sure the Project Name is open and then clicked Project -> Add a folder to Project…
Ideas?

Sublime doesn’t support “mounting” one folder inside of another one; the list of files and folders in the sidebar is a representation of what the file layout looks like on disk. So although you can have any many folders open as you want, they’re all top level folders.
If you want to add a new folder inside of folder that’s already open (as in your screenshot) then you should create a new folder there (or if you want an existing folder, symlink it as @michaelblyons mentioned).
The Add Folder
item literally adds a new top level folder (as does just dragging and dropping the folder onto the window).
