How do I Download Sublime Merge 3

There is no SublimeMerge v3, did you mean Sublime Text?
For the records:

https://www.sublimetext.com/download

At the direct download links you may simply change the build number in the URL to get the old versions.

I’m just trying to downgrade back to the version of SublimeMerge that I have a license for.

Thanks for reaching out! You can replace 2074 in the below links with any version:
https://download.sublimetext.com/sublime_merge_build_2074_x64_setup.exe
https://download.sublimetext.com/sublime_merge_build_2074_mac.zip
https://download.sublimetext.com/sublime-merge_build-2074_amd64.deb

For example, if you wanted 2071, you could access it via:
https://download.sublimetext.com/sublime_merge_build_2071_x64_setup.exe
https://download.sublimetext.com/sublime_merge_build_2071_mac.zip
https://download.sublimetext.com/sublime-merge_build-2071_amd64.deb

Another note: if you are using apt to manage your packages, you can run
sudo apt install sublime-merge=VERSION
where VERSION is the version number you wish to install.

For example, sudo apt install sublime-merge=2071
