How can i download an older non-dev Sublime Text 3 build?

should be
https://download.sublimetext.com/Sublime%20Text%20Build%203103.dmg

note that all im doing is editing the version number on the default download link.

I posted a comment at https://github.com/sublimehq/Packages/issues/433. Based on your example, it appears everything is working properly.

@Alan33D the sublime download page has links for the most recent version only. However, the build number is a part of the filename, so as @vmuriart mentioned, you just need to copy the link for the most recent version and edit the build number in the link to get at previous versions.
