Hide UI Tabs by Default (on Load)

I usually toggle tabs off anytime I use Sublime Text (4). How can I make this the default?

No, I don’t want to use auto_hide_tabs, I want, when I load Sublime, the UI Tabs being hidden remains off no matter how or when I open Sublime.

A good example is when I open settings using ⌘ + , I don’t need the tabs to show, but they always show.

There’s no way to make it permanent for all windows, but it is restored when you exit Sublime Text and new windows will also hide tabs.
