I was messing around with some packages and my folder icons started to look like this. I have uninstalled every package and uninstalled sublime text 3 but they continue to look like this. Any help?

That stripey texture is the indication that the Theme that you’re currently using is trying to load a texture image that’s currently missing. Reinstalling the theme that you’re using may help the situation, or reverting to the Default or Adaptive themes that ship with Sublime.
Note that uninstalling and reinstalling Sublime doesn’t usually clear up any problems because all that does is replace the application files, but all of the packages and configuration information is left alone.
To achieve the effect you might be expecting of making Sublime behave as if it’s a fresh install, you need to revert it to a fresh state. Information on how to do that is available in this video on reverting Sublime Text to a fresh state and is also documented in the official documentation.
