This issue appears to be fixed in Dev build 4093.
The new support for custom title bars in Windows is a fantastic addition to the sublime experience, however, it may be causing an issue that just appeared with Dev build 4092.
When a Sublime Text window is moved to any non-primary Windows monitor, the cursor defaults to horizontal window sizing mode (horizontal arrows). The normal selection arrow is gone and nothing can be selected with the mouse. The window can only be sized horizontally. Everything is fine if the sublime window is on the primary monitor.
