Fix/enh: default Folder for Save As dialog (ST3 3059)

I have created a new project, and added a folder into the sidebar. I have even saved the Project.
I hit Cmd-N
type stuff…
Cmd-S to save the file, and the save dialog present me with a save path of my Documents folder. Sometimes it presents the last-saved-folder. Neither is correct, usually.
I think a sensible default would be to look at whether a project is open, and whether any folders have been added, and use that as the defaults save path. It would save a lot of time picking out different folders. I have a lot of projects that just contain 1 folder in the sidebar.
It seems that I always have to tell ST no don’t save over there- save in the project folder I am looking at now in the sidebar.

I think that ST feeds from the last save as used systemwide, and should use a project parameter or at least project main dir
