Notepad++ and Jetbrains products are listed as EAR99. Visual Studio is 5D992.c.
I am not an expert in export classifications, so it probably makes sense for you to contact the Bureau of Industry and Security for advice about the issue. Feel free to report back here if you get an answer.

Honestly, since this is sold and distributed by an Australian company, and not distributed by an American company, I have no idea if ECCNs are even applicable? Nothing is being exported from the United States in any fashion. Sublime HQ Pty Ltd has no legal or physical presence in the USA and my business relationship with Sublime HQ Pty Ltd is through an LLC as a contractor.
You should probably talk to a lawyer.
